I installed a new electronic ballast. now I lose Channel 3 & 5 .?
The light is installed in the kitchen area about 15 ft. from the TV. I installed a universal ballast for a 4 tube fluorescent fixture. The old ballast # is B432I120RES-A BY HOMESTAR. I had no interference before I installed the new universal ballast.

Perhaps you should return the new one where you bought it. If it is generating RF, it is bad. It could also be in violation of the FCC Part 15 rules.
When you replace the ballast with the new one, make coils in the wires, this will limit some of the RFI.
